Stir together flour, stevia, and salt in a mixing bowl. Cut in shortening till pieces are the size of small peas. Slowly add water, 1 tablespoon at a time, till dough is moist. Divide dough in half. Form each half into a ball. On a floured surface, flatten one ball of dough. Roll dough to form a circle about 1 inch larger than an inverted 9-inch pie plate. Wrap pastry around rolling pin. Unroll into a 9-inch pie plate. For top crust, roll remaining dough. Cut slits to let steam out.
Fill crust in pie plate with filling. place top crust on filling. Trim crust 1/2 inch beyond plate. Flute edge. Bake as directed in individual recipes.
